It is my pleasure to submit the Chief Executive Officer’s Annual Report to the members of the Corporation of Wilson Memorial General Hospital for the period April 1st, 2007 to March 31st, 2008.
Wilson Memorial General Hospital continues to fulfill its mission of providing quality health care to our clients both within and beyond our catchment area. During the past year, the staff has conquered many challenges ensuring the continuous quality of health care services. Our major challenge over the next few years is to expand services to meet the demands of an aging population while operating under continued financial restraints and a LHIN’s accountability agreement which requires a balanced operating budget annually.
The dedication and hard work of the Staff, Medical Staff and Board has permitted Wilson Memorial General Hospital to advance the quantity and quality of health services we provide. We can now celebrate the successes we achieved during the 2007/2008 operating year.
The Ministry of Health and Long-Term Care has moved the responsibility of accountability agreements to the LHIN’s. The Hospitals have entered into these accountability agreements with their respective LHIN and are required to balance hospital budgets annually. The Hospital signed an accountability agreement with the LHIN and will continue to attempt to balance the hospital budgets while ensuring the appropriate services to our clients.
Wilson Memorial General Hospital’s operations for the 2007/2008 fiscal year resulted in a deficit prior to building amortization of $99,336.00 based on a total operating budget of $6,198,124.00. There were a number of situations this year that contributed to our deficit. We had additional start up cost for the regional cataract and colonoscopy programs. During the year, we had additional expenses for support services restructuring, Meditech Phase II implementation and legal costs related to administrative service agreements with McCausland Hospital. All these costs are directly related to new or increased client services and future efficiencies. Our challenge for future years is to be in surplus positions and continuously maintain a balanced budget.
During the 2007/2008 year, the Hospital received two grants totaling $198,000.00 for upgrading building and medical equipment. New equipment was purchased to enhance direct patient care while additional capital funding was secured from the Health Infrastructure Renewal Fund for the replacement of our original air handling units.
Wilson Memorial General Hospital partnered with other regional and Thunder Bay hospitals to implement the second phase of the e-health system for Northwestern Ontario. During the past year the installation of Phase II of a regional Meditech system was completed in most of the region’s hospitals. Phases II will allow service providers the ability to access client health records any place in the region. This phase adds laboratory, diagnostic imaging, pharmacy and order entry onto our e-health system.
In September of 2007 our institution performed its first cataract surgery under our new Regional Cataract program. This was accomplished by partnering with both public and private organizations to supply the human and financial resources necessary to implement a successful outpatient surgery program. Wilson Memorial General Hospital has been allotted 150 cases under the provincial wait time strategy for the 2008/2009 year.
Our Regional Colonoscopy Program has been supported by Ontario Cancer Care, North West LHIN and Hemlo Operations who generously donated $75,000.00 towards this program. This program will be implemented with the assistance of the general surgeons from Thunder Bay and is scheduled to begin in September 2008.
Wilson Memorial General Hospital and The McCausland Hospital have entered into a Joint Venture agreement which will be the framework toward integration. Over the next few years both organizations will be working together to identify, implement and operate various integration initiatives. The purpose of these initiatives will be to enhance healthcare delivery and to develop innovative solutions for the local health care system.
In summary, I sincerely thank each and every one of the Hospital staff and the Medical staff for their dedication, commitment and hard work. Our staff has always served the community with the highest degree of excellence and each is a credit to his/her individual profession.
I would also like to thank the entire Wilson Memorial General Hospital team, which is made up of the Board of Directors, the Auxiliary, volunteers and all the residents of our catchment area. Your support during 2007/2008 has allowed Wilson Memorial General Hospital to continue to provide the first class health care services to the community.
